Degree in Law from Universidad Nacional Mayor de San Marcos and a Master’s Degree in Energy Management from Universidad ESAN. He has also taken postgraduate specialization courses at the University of Florida (USA), at CIER (Brazil), and at the IESA Institute (Venezuela).

He specializes in Energy Law (hydrocarbons and electricity), Economic Administrative Law, Development of Energy Projects and Regulation of Public Services. With over 12 years’ experience in the Energy Sector, throughout his career he has served as an advisor to OSINERGMIN and the Ministry of Energy and Mines.

With extensive experience in the drafting and review of regulations, design of Concession Contracts, bidding procedures in the energy sector (auctions), administrative procedures, dispute resolution, private investment promotion processes, among others. He lectured Energy Law at the Master’s Program in Energy Management from UNSA, and has been a speaker at several seminars and diploma courses on energy issues. He has also authored several papers in specialized Administrative Law publications.
