Our Partners
Ricardo Alfonso Leyva Flores, Degree in Law from Universidad Nacional Mayor de San Marcos and a Master’s Degree in Energy Management from Universidad ESAN. He has also taken postgraduate specialization courses at the University of Florida (USA), at CIER (Brazil), and at the IESA Institute (Venezuela).
He specializes in Energy Law (hydrocarbons and electricity), Economic Administrative Law, Development of Energy Projects and Regulation of Public Services. With over 12 years’ experience in the Energy Sector, throughout his career he has served as an advisor to OSINERGMIN and the Ministry of Energy and Mines.
With extensive experience in the drafting and review of regulations, design of Concession Contracts, bidding procedures in the energy sector (auctions), administrative procedures, dispute resolution, private investment promotion processes, among others. He lectured Energy Law at the Master’s Program in Energy Management from UNSA, and has been a speaker at several seminars and diploma courses on energy issues. He has also authored several papers in specialized Administrative Law publications.
Manuel Arturo Uribe González, Degree in Electrical Engineering and a Master’s Degree in Economics and Regulation from Universitat de Barcelona. He has over fifteen years’ experience in aspects related to the regulation and operation of energy markets, as well as energy system planning.

Our Team
Gloria María Várgas Dorival, lawyer from the Universidad de San Martín de Porres. Graduated from the Master in Energy Regulation from the UPC. Specialist in Hydrocarbon Contract Negotiation by CENTRUM-PUCP. Studies in Human Ecology at l’Université de Pau et des Pays de l’Adour-France. Specialized in Administrative Law, Hydrocarbon Law and Energy Regulation. She has been a Senior Associate in the Energy Area of Estudio Muñiz Ramírez Pérez - Taíman & Olaya Abogados, Legal Specialist at GART-OSINERGMIN and Lawyer of the General Directorate of Hydrocarbons.
Héctor Hugo Quispe Huamán. Holds a Law degree from Universidad Andina del Cusco, Master in Business and Energy Law from the Universidad Europea de Madrid, with specialization in energy law, administrative law, procedural law and regulation of public services, with extensive experience in regulatory, contractual and investment aspects in the electricity and hydrocarbon subsectors.
Katerine Carrasco Benavides. Holds a Law degree from Pontificia Universidad Católica del Perú. A graduate of the Master’s Degree in Environmental Sciences at Universidad Agraria la Molina and from the Specialization Diploma in Environmental Law at PUCP. An expert in Environmental Law and Energy Law, and an advisor on regulatory, tariff and contractual matters.
Billy Randy Rodriguez Vásquez, Bachiller en Ingeniería Eléctrica de la Universidad Nacional de Ingeniería. Asistente de ingeniería encargado de la actualización de los datos de entrada del modelo (PERSEO) para la proyección a largo plazo de los costos marginales del Sistema Eléctrico Interconectado Nacional (SEIN).
Rodolfo D. Leyva Flores, Bachiller en Ingeniería Industrial por la Universidad Inca Garcilaso de la Vega, con estudios en Mercados y Regulación Tarifaria en Energía por la Universidad ESAN. Actualmente se desempeña como administrador de nuestra empresa, así también participa de la revisión y análisis de facturas de energía, como también en los procesos de auditoria de Clientes Libres y diversos proyectos en los cuales participa nuestra empresa consultora.
Hugo Alexander Ricra Morales. Holds a Bachelor’s Degree in Administrative Law from Pontificia Universidad Católica del Perú, with a major in Energy Law and an interest in Corporate Law, accredited by Antwerp University in Belgium. Legal assistant in energy regulation.
Actualmente se desempeña como Asistente Académico en el Grupo de Investigación en Derecho Administrativo (GIDA) de la Pontificia Universidad Católica del Perú.
Nelson Josué Paredes Cruz, Abogado por la Universidad Nacional Mayor de San Marcos, especializado en Derecho de la Energía y Derecho Administrativo. Analista legal en aspectos regulatorios, contractuales y de inversión en los subsectores de generación, transmisión y distribución eléctrica.
Candidato a Máster en Derecho de los Sectores Regulados por la Universidad Carlos III de Madrid – España.
